About this Evaluation Center
Through its Special
Project of National Significance Program, the U.S. Department of Health and
Human Services [DHHS], Health Resources and Services Administration [HRSA],
HIV/AIDS Bureau funded an initiative to develop innovative models of
HIV/AIDS care. This HRSA Cooperative Agreement funded 27 grantees in 5
clusters: Community-Based Organizations, Comprehensive Healthcare, Managed
Care, Training on HIV/AIDS-related issues, and Infrastructure Development,
as well as an Evaluation and Dissemination Center. The Evaluation and
Dissemination Center was conducted as a consortium headed by The Measurement
Group which also included participation from PROTOTYPES (through mid-2000)
for logistics, coordination, and selected dissemination activities. The
documents linked to this page were either developed by The Measurement Group
as part of conducting the Evaluation and Dissemination Center or are grantee
works which were supported by the Evaluation and Dissemination Center
through common data methods and other assistance.

What
Was Learned About Integrated Services and Their Evaluation within the
HRSA/HAB/SPNS Cooperative Agreements (1994 – 1999)
This concept paper reviews what was learned about integrated (or
“wrap-around”) medical and psychosocial care for HIV/AIDS from the
cross-cutting evaluation of the HRSA/HAB/SPNS Cooperative Agreements. Many
different results using different segments of the Cooperative Agreement
data and differing analytic techniques converge to show the advantages of
wrap-around services, especially for those patients with high levels of
service need and vulnerability from populations that have traditionally
been underserved in the medical treatment system. The collected set of
results may be useful for developing standards for integrated or
wrap-around care, and for developing indicators of the quality of care.

Agreement Projects on Innovative HIV/AIDS Care
This presentation is on the cross-cutting evaluation of 27 Cooperative
Agreement Projects of the Health Resources Services Administration [HRSA]
HIV/AIDS Bureau [HAB] Special Projects of National Significance
[SPNS]. The projects were conducted between 1994 and 1999, and
include models of HIV/AIDS medical services, psychosocial services,
integrated care, health care provider training, and infrastructure
development. The
stated recommendations are those of G. J. Huba, Ph.D., L. A. Melchior,
Ph.D., and A. T. Panter, Ph.D.

The
purpose of the conference was to bring the SPNS projects together to
discuss the findings from the 27 HIV/AIDS service demonstration projects
funded by the HIV/AIDS Bureau of the Health Resources and Services

Evaluation Modules on the World Wide
Web
As part of its work for the Evaluation and Dissemination Center for
HRSA/HAB's SPNS Cooperative Agreement Grantees, The Measurement Group, in
consultation with the grantees, developed evaluation modules to be used in studies of
HIV/AIDS treatment, training, and infrastructure development. Most of the modules are
shown in this section along with the context for their development and instructions for
completing the forms. Many of these forms were originally developed to be scanned. The
forms presented here have had their scanning capability disabled so that the forms cannot
be mistakenly scanned into TMG databases.

by The Measurement Group.

HIV Advocacy
This report examines the unmet advocacy needs of people living with HIV/AIDS.
Based upon
information from four legal advocacy projects, a literature review, and two focus groups
conducted with ex-offenders and with youth.
61 Evaluation Questions for HIV/AIDS
Services Projects
Evaluation questions proposed by The Measurement Group as applicable to
the 27 HRSA SPNS Cooperative Agreement Projects. The list of questions was
developed between March and May 1998. The questions are also more generally appropriate
for other projects studying the issues in implementing HIV/AIDS services. The questions
are given in three sets: a) those applicable to projects that focus on HIV services for
individual patients or clients; b) those applicable to projects that focus on training
individuals who provide HIV services to patients or clients; and c) those applicable to
projects that are seeking to change the infrastructure for HIV services.
Missouri Department of Health
Integrated Care for Individuals with HIV/AIDS, Mental Illness, and/or Substance Abuse
Problems
A report by The Measurement Group evaluating different models of HIV/AIDS care
for individuals multiply diagnosed with HIV, substance abuse, and mental illness. Three
such models were implemented in Kansas City, St. Louis, and rural Southeast Missouri. The
evaluation was conducted through interviews with key participant-observers. The report
explains and evaluates the models.
SPNS
Cooperative Agreement Evaluation Conference, September 15-16, 1995
The
purpose of the conference was to bring the SPNS projects together to
discuss the evaluation components of their projects and to learn, from
each other and from EDC technical consultants brought to the conference:
(1) how to deal with difficult evaluation issues that arise during the
course of projects involving provision of services to HIV individuals; and
(2) what methods/approaches might facilitate dealing with these issues for
both the national and local evaluations of the projects.

Disseminating HIV/AIDS Information

Association (APA) in San Francisco on August 16, 1998. This poster describes the
evaluation of utilization patterns of the web site at

The presentation focuses on the use of the Internet as a vehicle for
disseminating evaluation results and examines whether a web site featuring
the methods, clinical procedures, and evaluation results of 40 national
demonstration projects on HIV/AIDS services is an effective way to
disseminate scientific and programmatic information.
