Outcomes and Impact from HRSA HIV/AIDS Special Projects of National Significance Funded
Between 1991 and 2002: Follow-up from Two to Nine Years after the Funded Period


The HIV/AIDS Bureau of Health Resources and Services Administration (HRSA) funded 108 Special Projects of National Significance (SPNS) which started between 1991 and 1997 for the purposes of developing, evaluating, and disseminating new service models for HIV/AIDS. In 2003, the cumulative outcomes and impact of these projects were studied by The Measurement Group. At the time studied, for the initial groups of projects, about 9 years had elapsed since project completion, while for the more recent grants, two years had elapsed since project completion. Both the time interval during and after the three or five year grant periods were studied.
